Understanding Water Rates

In 2017, the City of Livermore’s Water Resources Division completed a Comprehensive Water and Wastewater Cost of Service Study. This study developed projections for future expenditures and a new rate structure designed to fund those expenditures.

The Livermore Municipal Water Utility purchases all of its water from Tri-Valley's water wholesaler, the Zone 7 Water Agency. The cost of purchasing wholesale water is set by the Zone 7, and is passed through by Livermore Municipal Water Utility to its customers. On October 19, 2016, the Zone 7 Water Agency adopted a new rate structure for fixed and variable (volume-based) components. Zone 7 further modified the rate structure October 2018, with an effective date of January 1, 2019.

On June 26, 2017, Livermore’s City Council authorized the continued pass-through costs of Zone 7 Water Agency’s cost increases related to the purchase of water through June 30, 2022.

Wholesale and City Municipal fixed rates are based on the size and type of water meter. These fixed costs are related to providing customers access to safe, clean water delivered at the appropriate volume and pressure to each home and business 24 hours a day, 365 days per year. Many water agencies have a fixed charge component to their bills; for the Livermore Municipal Water Utility, the fixed charge component is the City Meter Service Charges.

On June 26, 2017, the City Council approved water rates for a five year period from 2017 through 2022.

Understanding Your Water Bill

As a Livermore Municipal Water customer, your bill includes four components:

  1. Wholesale Fixed Charge - Charge based on the size of the meter and your customer classification. This is a pass-through of Zone 7 fixed charges.
  2. Wholesale Variable Charge - Charge based on actual water usage. This is also a pass-through of the Zone 7 variable rate.
  3. City Fixed Charge - Charge based on the size of the water meter and your customer classification.
  4. City Variable Charge - Charge based on actual water usage

Livermore Municipal Water and Zone 7 Water Agency

Each Agency's Water Rate changes are implemented according to their budget cycles and upon notice to customers, as required by law. The Livermore Municipal Water rates may be adjusted on July 1 annually. The cost of purchasing water from Zone 7 Water Agency may be adjusted in January annually. The wholesale water charges passed through by the City to its customers, are shown as separate line items on water bills. The wholesale volume-based rate for the calendar year 2020 is $2.10/CCF.

Wholesale Monthly Fixed Charges

The wholesale fixed costs are allocated to all City water utility customers in proportion to the safe operating meter equivalent capacity of a 5/8-inch displacement meter calculated at 20 gallons-per-minute. Meter equivalent determination is based on the American Water Works Association's manual of standard practices M1: Principles of Water Rates Fees and Charges.
